英国认证翻译与公证翻译的区别：别多花那笔公证费

有人拿着刚跑完公证处的一摞材料来问我：这样递英国签证够不够？对英国这边常见的收件方来说，答案相当稳定——配偶签证、学生签证、大学、NHS、DVLA、法院，要的都是认证翻译（certified translation），公证多加的那一层没人向你要过。公证和海牙加签回答的是另一个问题，而其中一样，中国签发的文件在英国根本办不了。你需要的多半就是一份认证翻译——由我这个 ITI 认证中英译员出具，签字注明日期，单页证件一般 24 小时内交付。

英国官方怎么规定

认证（certified）。gov.uk 用一句话定了标准：你要 “ask the translator to confirm in writing on the translation”，确认这是 “a true and accurate translation of the original document”，写上 “the date of the translation”，留下 “their full name and contact details”。英国翻译与口译协会（ITI）的说法一致——”To certify a translation, the translator must attest that the translation is a true, complete and accurate translation of the original document”，并要求每一页 “should be stamped and/or initialled… to prevent any tampering or misuse”。《移民规则》附录 FM-SE 对境内递交的申请人再加一条：”certification by a qualified translator and details of the translator or translation company’s credentials”。要的是资质，不是公证钢印。

公证（notarised）。ITI 的定义是：译文 “either a) carries a declaration by the translator that has been signed by the Notary or b) carries a declaration by the Notary Public concerning the original document and the translation”，并指出这类译文 “are usually for the purpose of making them ‘official’ for overseas use”（多是为了拿到境外使用）。同一页也把边界写死了：”The Notary’s signature cannot endorse the quality of the translation, unless s/he is a Qualified ITI Member in the language of the translation.”——公证人见证的是谁签的字，中文译得对不对，责任始终在译者。

海牙加签（apostilled）。这层更靠外。ITI：”Translations cannot be sealed with an Apostille stamp unless they carry a declaration endorsed by a Notary Public.”（译文须先有公证人背书的声明，才谈得上加签。）英国外交部认证处（FCDO Legalisation Office）对自己这项服务的定位是：当 “an official in another country has asked you to provide a UK document” 时使用；其他文件要办，前提是 “certified by a UK ‘public official’, such as a UK notary or solicitor”。然后是决定大多数案子的那一句：”You cannot get documents issued outside the UK legalised using this service – get them legalised in the country they were issued.”——中国签发的结婚证，在英国加不了签。

为什么英国认证翻译能解决

英国不任命官方译员——ITI 的原话是 “there is no such thing as a sworn translator”——所以让一份认证站得住的，是行业协会的资质，而不是国家背书。ITI 正式会员 “can affix ITI Certification Seals to certify a translation”，协会说这会让译文 “renders the translation ‘official’, in the sense it has been done and/or certified by a Qualified ITI Member”。ATC、CIOL 与 ITI 的联合指南把格式不统一的原因说得很坦白：”As no government-regulated certification system exists in the UK, individual authorities may require certified documents to be presented in a specific format.”——所以该看的是你这条路径上收件方自己的指引，而不是一份通用清单。

我交付的东西就是按这条标准做的：

• 每个字段都译出，版式与原件对位，英文行落在中文行的位置上，审核者可以两份并排逐行读。
• 印章、公章、手写批注在原位描述，不因为是图形就丢掉；红章压字只能看清一部分的，如实写到能辨认的程度，实在不清的用方括号标注，不猜。
• 姓名按护照拼写；中文件上的拼法与护照不一致的，用译注写明，不替你悄悄”改正”。
• 一页认证声明，用 gov.uk 的措辞，带日期、签名、我的全名、ITI 会员号与联系方式——可在协会公开名录上直接查，不必绕回来问你。

什么时候公证或海牙加签是真需要的。两种情况，都真实存在。第一，收件方自己点名要——这种要求多来自中国的用人单位、法院或主管机关，很少来自英国机构，所以先拿到书面说法再花钱。第二，一份英国文件要拿到境外用，外方要求先做认证，那就是上面那条 Legalisation Office 的路径，须经英国公证人或事务律师。这两种都不是”中国文件在英国境内递交”的常规情形。另外说句老实话：认证翻译让文件可读、可核实，但不等于你的材料就够了，审核者仍可能追问。

你需要做什么

1. 先问收件方，用书面形式，确认他们用的是哪个词——”certified”、”notarised” 还是 “legalised”。一张他们自家指引的截图，比任何译者的意见都管用。
2. 如果答案是 certified，到此为止。把每一页的彩色扫描件或照片发我，包括盖了章的背面。
3. 护照姓名页一起发来，好在递交之前把拼音定死。
4. 价格是每页（250 词）£30；单页证件一般 24 小时内交付，多页文件 1–2 个工作日，签字 PDF 与扫描件一并上传即可。
5. 如果收件方确实坚持要公证或海牙加签，那是针对原件、在签发地办的事——中国签发的证件，这道手续在中国办，不在英国。

常见问题

没做公证，UKVI 会不会因此退件？

规则里没有这一条。附录 FM-SE 要的是一份可独立核实的完整译文，注明日期、由译者签署、写明资质；公证不在所列项目里，花这笔钱并不会让申请更稳。

中国结婚证能在英国做海牙加签吗？

不能。gov.uk 写明 “cannot get documents issued outside the UK legalised using this service”，并让你回签发国办。若有英国机构向你索要，先把这句话拿回去问清楚。

公证过的译文是不是比认证翻译更准确？

并不必然。ITI 指出，除非公证人本人就是该语种的 ITI 正式会员，否则其签字 “cannot endorse the quality of the translation”。准确性的责任，两种情况下都在译者身上。
